Working under contract with the Village of Addison, Intren was contracted to change over a selected group of business and other property owner’s power facilities from the existing service locations provided by Com Ed, at original overhead pole locations, to relocated underground service locations.
The work included either installing new meter fittings and related conduit and hardware or retrofitting the existing facilities at all of the affected property locations to accommodate the building power source from overhead connections to underground service. Also included were all new underground power cables and conduit to be installed from ComEd’s revised location to each of the property’s metering facilities. The streetscape project spanned approximately six miles of property locations along State Route 20 and involved approximately 45 property locations requiring new power connections.
Unusual Challenges
The project’s greatest challenge was coordination, which required interfacing with IDOT, the Village of Addison, ComEd and individual property owners.
Many of the affected properties were businesses that were extremely sensitive to disruptions that could potentially reduce customer accessibility and lead to loss of revenue. Power outages caused by service changeovers, vehicle and foot traffic interruptions caused by excavating, and disturbances to surface areas needed to be kept to an absolute minimum. Another challenge was to avoid any damage to privately owned, existing underground facilities—such as underground power feeds to private signage and lighting—that would not have been located by JULIE and that, in many cases, were not known to the property owners.
Creative Solutions
Intren foremen held daily construction meetings on site with the key stakeholders to mitigate risk and impact on property owners. Carefully managing the schedule, Intren communicated and notified interested parties in advance of work to be performed at various locations. Schedule adherence through the individual responsibility of each stakeholder was crucial. Also, to avoid damage to existing private property facilities, Intren took the additional precaution of utilizing its locating department to “sweep” all areas to be excavated prior to the start of work. This step yield excellent results in avoiding damages and inconveniences to property owners.
